About payroll finance

Payroll finance, also called payroll funding, is not usually a separate loan in Ireland. It is mostly invoice finance designed for staffing companies: the agency pays temporary workers and contractors weekly, invoices its clients on 30 to 90 day terms, and a provider advances most of each invoice so payroll can be met. Bibby Financial Services Ireland, for example, advertises recruitment finance of up to 90% of invoice value, with optional payroll, timesheet and back-office support.

Payroll is where cash pressure shows first. Under PAYE Modernisation, Revenue requires employers to report pay on or before each pay date, and the PAYE, PRSI and USC due is collected monthly; ROS users pay by the 23rd of the following month. The national minimum wage rose to €14.15 an hour on 1 January 2026, and auto-enrolment into MyFutureFund began the same day, with employer contributions of 1.5% of gross pay for the first three years, rising in stages to 6% from year ten.

Payroll finance is a specialist product. Some companies use a working capital loan, or a business loan to spread a Revenue bill, instead. Our finance for recruitment page and our news post on auto-enrolment and the 2026 minimum wage cover the wider cash flow picture for employers.

How payroll finance works

  1. 1

    Timesheets approved

Your client approves the hours your temps or contractors worked.

  2. 2

    Invoice raised

You invoice the client, and the invoice is assigned to the provider.

  3. 3

    Advance funds payroll

The provider advances an agreed share, which you use for net pay and payroll taxes.

  4. 4

    Client pays

When the client settles, the provider releases the balance less fees.

Types of payroll finance

  • Recruitment invoice finance

Factoring or discounting set up for agency placement invoices.

  • Funding with payroll services

Some providers also run payroll, timesheets and invoicing for the agency.

  • Business loan for a cash gap

A working capital or tax-bill loan, not secured on invoices.

Typical eligibility

Every lender sets its own criteria. These are common starting points. We’ll tell you which lenders are likely to consider your business.

  • Irish limited company (LTD, DAC, PLC or ULC) supplying staff to business clients
  • Signed client contracts and client-approved timesheets
  • Creditworthy clients, with no single client making up most of the ledger
  • Payroll run correctly through Revenue, with tax affairs up to date

What you’ll usually need

  • Aged debtors report and client list
  • Client contracts, sample timesheets and invoices
  • Payroll reports and recent Revenue statements from ROS
  • Latest accounts and director ID
Full document checklist

Advantages

  • Funding rises as placements grow
  • Workers paid on time even when clients pay slowly
  • Some providers take on payroll administration too

Things to consider

  • Two fees: a discount charge and a service fee
  • Limits if one client is a large share of the ledger
  • Funding falls if clients dispute timesheets or pay late

Rates, fees and costs

Most payroll finance is priced like invoice finance: a discount charge on the money advanced and a service fee for running the facility, plus extra for payroll services. The total depends on your client spread, payment terms and how much of the ledger you draw. Ask each provider for the expected annual cost based on your weekly payroll and client terms. Tell us what your company needs and we'll tell you honestly whether our panel can help, or where to apply instead.

We are paid commission by the lender when finance completes. We do not charge your company a fee and never ask for payment upfront.

Example (for illustration only): a staffing company pays €25,000 in wages to temporary workers for a week and invoices its client €30,000 for that week, on 30-day terms. If a provider’s offer advanced 85% of the invoice, the company could draw €25,500 to meet the payroll, and the balance, less the provider’s charges, would follow when the client pays. The real cost depends on the provider’s offer, and finance is subject to status and the provider’s approval.

Your company remains the employer. PAYE, PRSI, USC and auto-enrolment contributions are still owed on time even if a client pays late, and late payment can bring interest and penalties. Most facilities are with recourse, so your company covers invoices clients never pay. Providers usually take a charge over company assets and may ask for director guarantees, which may be at risk if the company cannot repay. Directors should take independent legal advice before signing a personal guarantee.

Payroll finance: frequently asked questions

What is payroll finance?

Payroll finance is funding that lets a staffing company pay its workers before its clients pay their invoices. In Ireland it is usually a form of invoice finance: the provider advances most of each client invoice, often within a day of invoicing (not guaranteed), and the agency uses that cash to meet payroll. It is also called payroll funding or temp payroll finance.

How does temp payroll finance work for a recruitment agency?

Your temps work the week, the client approves timesheets and you raise the invoice. The provider advances an agreed share, which Bibby Financial Services Ireland puts at up to 90%, so you can pay temps on the usual pay day. When the client pays on its 30 to 90 day terms, you receive the balance less fees. Funding grows as placements grow.

Can payroll finance pay PAYE, PRSI and USC?

Not as a separate product, as far as we can see from Irish providers’ published information. Payroll finance advances cash against client invoices, and you use that cash for net pay and payroll taxes. If a Revenue bill is the problem, talk to Revenue early about a phased payment arrangement, or consider a business loan to spread the tax bill, which our panel may be able to help with.

How does auto-enrolment affect payroll cash flow?

Since 1 January 2026, eligible employees aged 23 to 60 earning €20,000 or more, without a payroll pension, are enrolled in MyFutureFund. Employers pay 1.5% of gross pay for the first three years, rising to 3%, 4.5% and then 6% from year ten, on earnings up to €80,000. Contributions are paid when wages are paid, so they add directly to each payroll.

How did the 2026 minimum wage change affect staffing agencies?

The national minimum wage for workers aged 20 and over rose to €14.15 an hour from 1 January 2026. Agencies paying temps at or near that rate saw payroll and employer PRSI rise, and needed client charge rates to keep up. Citizens Information notes a planned rise to €14.94 from 1 January 2027, which takes effect when the Minister signs the order.

Why does PAYE Modernisation matter for payroll funding?

Since 2019, Revenue requires employers to report each payroll on or before the pay date, so Revenue sees pay in real time. The monthly statement then sets the PAYE, PRSI and USC due, payable by the 14th, or the 23rd if you file and pay through ROS. Cash must be ready for both net pay and the tax that follows.

Is contractor payroll funding different from temp payroll finance?

The mechanics are similar: funding is advanced against invoices to the end client while contractors or temps are paid. The difference is usually employment status and payroll set-up. Providers look closely at who employs the workers, how pay and taxes are run, and the contracts, so make sure your payroll arrangements are compliant before you apply.

How much does payroll finance cost?

It is usually priced like invoice finance: a discount charge on the money advanced, plus a service fee for the facility, and extra for payroll services. Irish providers do not publish standard prices. Ask for the expected annual cost based on your weekly payroll, client spread and payment terms, and compare at least two quotes.

Can a new recruitment agency get payroll finance through Welcome Finance?

Start-ups registered as limited companies in Ireland can apply. Most lenders look for some trading history, so options may be fewer for a new company. New agencies can also speak to their Local Enterprise Office about supports and to Microfinance Ireland, and can ask specialist recruitment finance providers directly whether they fund early-stage agencies.

Does Welcome Finance arrange payroll finance?

Payroll finance is a specialist product, offered directly by specialist recruitment finance providers. Our panel covers working capital loans and tax-bill funding through a business loan, which some employers use for a short gap. Tell us what your company needs and we'll tell you honestly whether our panel can help, or where to apply instead.
